The National Holiday was first observed by the United States of America, and in some form, in more than 100 countries around the world on the third Monday in January 1986.
The Honorable Katie Hall, U.S. Representative (D-IN-1) was the author and sponsor of House of Representatives Bill, H.R. 3706. "The King Bill", which designated the third Monday in January as a day to recognize the birthday of Dr. Martin Luther King, Jr. was signed by President Ronald Reagan on November 2, 1983. U.S. Representative Hall was the first African-American- male or female elected to the United States Congress from the State of Indiana.
First Baptist Church, the oldest Baptist church in the City of Gary, was co-founded by Mrs. Birdie Hall-Rankin and her husband, Rev. Raymond Rankin. Aunt Birdie was the oldest paternal aunt of Deacon Emeritus-Attorney John Henry Hall,Ed.D.,LL.M.
