The Community Rating System (CRS) discounts flood insurance premiums community-wide for property owners from 5% to 45% based on efforts to reduce flood risks. The discounts are an incentive for communities to Reduce and avoid flood damage to insurable property, strengthen the insurance aspects of the National Flood Insurance Program, and foster comprehensive floodplain management
